Every role runs as a named service account and may call only the
tools listed. The swarm can build new roles — but a forged agent is a
declaration, never generated code, and sandbox:exec cannot be
granted to one. swarmctl forge build designs it, a separate auditor
grants its rights, and a human approves it.
